Does anyone know if this is the build date and code or does it mean something else?

It's either the 'Best Before' date or the French phone number for the AA

actual plate is behind the passenger seat, very difficult to read iirc.

I would say that is the production date/job number of the actual ally chassis frame, so it could be upto 40 days old before final assembly took place.
