Brum but not as we know it!

This was just posted in Classic Cars "Spotted". Seen in Birmingham today. Anyone know it?

MOT expired in Dec 2016 and a year earlier, it had some comments:

Advisory notice item(s)
front brake fluctuating, but not excessively both sides (3.7.B.3)
rear brake fluctuating, but not excessively both sides (3.7.B.3)
brake disc worn, pitted or scored, but not seriously weakened front and rear rusty (3.5.1i)
General under body frame corrosion
Front and rear suspension components corroded
Drivers door hinge deteriorated but the door can still be readily opened and closed (6.2.B.2)
Both rear tyres worn on edges
Oil leaks from engine and gear box

Looking a bit sad too. Ripe for restoration.....or just ripe!
